What is cancer public library?

It is public dataset for entire cycle history management that combines health examination data,
cancer registration data, Covid 19, billing data and mortality data of all registered cancer patients

Stages of establishing cancer public library

1. Plan for collecting cancer public library data

・Collecting the data from 5 institutions and registered cancer patients (2012~ 2020) (established data for 2,256,619 people based on Year 1.)
・Korea Central Cancer Registry (central cancer registration data), National Health Insurance Service (qualification, insurance premium, health examination, etc.),
Health Insurance Review & Assessment Service (medical care history, out-patient prescription, disease history, etc.),
Statistics Korea (date and cause of death)

1) Prior consultation

Establishment of overall procedure including consultation on the process of establishing cancer public library
(datasets generated by public institutions) among cancer public data providers

2) Delivery of combined information

The Ministry of Health and Welfare sends combined information (SHA-256 algorithm, salt value, etc.) to Korea Central
Cancer Registry, National Health Insurance Service, Health Insurance Review & Assessment Service and Statistics Korea

3) Delivery of combined key

Korea Central Cancer Registry, National Health Insurance Service, Health Insurance Review & Assessment Service and
Statistics Korea send resident registration number based combined key and unique serial number to the Ministry
of Health and Welfare

4) Generation of unique serial number linking sheet and determination of those subject to public library

The Ministry of Health and Welfare generates unique serial number linking sheet and sends it to the National Cancer Data Center.
The National Cancer Data Center determines items subject to combination and receive anonymized information on those subject
to combination from data providers.

5) Internal data integration (cancer public library)

National Cancer Data Center integrates data internally based on unique serial number linking sheet and anonymized information
subject to combination
Unique serial number linking sheet should be destroyed.

・Integrate and establish cancer public library that can be utilized for scientific research and statistics preparation
・Load pre-established DB on a cloud for prompt provision of cancer public library
・Review the adequacy of utilization and anonymization by the data provision deliberation committee and data export review
committee including independent experts and provide the data from medical data safe utilization centers
